Im betting it is a bad bearing in one of your pulleys. Try revving the engine in neutral. If it makes the noise then, and changes pitch as the rpms increase it is likely a pulley bearing. Could be a power steering or water pump pulley, but it also could just be an idler pulley going bad.

If i am revving the engine from 1000 to 2000 and back, or accelerating the heater starts working. When driving, heating works-ish. I checked the water pump. It looks normal, nothing broken or weird about it.
